Senior Vice President, Government Programs
Debbie Rittenour is the Senior Vice President, Government Programs, at Capital BlueCross. In this role, she has executive leadership accountabilities for all government programs, including Medicare, individual and federal exchanges and the Children’s Health Insurance Program (CHIP).
Ms. Rittenour has more than 25 years’ experience working in the health care payer and service industries with particular focus on Medicare and Medicaid. Most recently, she served as Vice President, Government Programs at Florida Blue. Prior to that, she served as Vice President, Senior Programs at Harvard Pilgrim Health Care and as Chief of Staff and Market Strategist for Government Programs at Blue Cross and Blue Shield of Tennessee. She has also held leadership roles at CSC, Amerigroup Corporation, Cigna Government Services and Highmark, Inc.
Throughout her career, Ms. Rittenour has been devoted to the Medicare and Medicaid segments and has been active in community and professional organizations. She holds a Master of Business Administration and a Bachelor of Science in Business from Robert Morris University. She has also participated in executive leadership and negotiation programs at Harvard University and completed the Blue Cross and Blue Shield Association Executive Training Leadership Program at Duke University.
