Chief Information Officer
Scott Frank recently joined Capital BlueCross to lead the company’s technology advancements focused on improving the consumer experience. He has more than 20 years of information technology experience in health insurance and health care. In addition to extensive experience leading information technology, he has a strong background in strategic planning and transformational change.
Prior to joining Capital BlueCross, Mr. Frank worked at Aetna/Coventry Health Care for over 18 years, serving in increasing roles of responsibility. His most recent experience there as the Executive Director of Information Technology broadened his reach and responsibilities, requiring him to lead teams as large as 450 technology professionals. He also served as Vice President of eCommerce and Vice President of Information Technology, leading Coventry Health Care’s Digital, Web, and Sales initiatives with a high concentration on Omni-channeling and consumer-centered innovation.
In addition to Mr. Frank’s experience at Aetna, he spent almost a decade as a senior information technology leader at two hospital systems – Heritage Valley Health System in Beaver, Pa. where, he led all information systems integration, and East Liverpool City Hospital in East Liverpool, Ohio.
Mr. Frank served as a member of the Foresight Technical Advisory Board and the AHIP Operations Committee, and on the Health Care Advisory Board to Congressman Jason Altmire. He earned a master of science in Organizational Leadership and a bachelor of science in Computer Science, both from Geneva College in Beaver Falls, Pa.
