The Blue Cross and Blue Shield Service Benefit Plan has been part of the Federal Employees Health Benefits Program (FEHBP) since its inception in 1960. It covers roughly 4.6 million Federal employees, retirees and their families out of the nearly 8 million people who receive their benefits through the FEHBP. The Blue Cross and Blue Shield Association works with the US Office of Personnel Management (OPM) and local Blue Plans to administer the Service Benefit Plan for federal employees, retirees and their families.

Under the Service Benefit Plan, members can choose from Standard Option or Basic Option. The same types of services are covered under both Options, but at different payment levels. Basic Option has a lower premium than Standard Option and no deductibles, but members must use Preferred providers to receive benefits. Members also have the opportunity to enroll in FEP BlueVision, with an extensive provider network, flexible plan options and the kind of access only a leader can provide for a comprehensive vision program.
